Best Practices Guide for Energy-Efficient Data Center Design

Technical design guidance; not a private-sector legal requirement.Open public source ↗Translate standards, playbooks, agreements, and policy precedents into inspectable controls, without confusing guidance with law.
Authority stays visible. An executive order, proposed bill, negotiated agreement, technical guide, and voluntary playbook can inform the same question, but they do not carry the same legal weight.
Every recommendation retains its source authority and legal state.
A maintainable, source linked crosswalk, not a score. A check means the criterion is explicit in the reviewed instrument; it does not mean the requirement is binding, equivalent, or equally detailed.
Reading boundary: “Not identified” is not proof of absence. Coverage describes only the reviewed instrument and mapping; legal force, thresholds, implementation status, and local applicability vary. Virginia combines issued executive actions with proposed legislation, so its legal state is intentionally shown as mixed.
Open a control to inspect its metric, project phase, source basis, and required evidence.
Name the operator, location, facility type, reporting period, IT load, and whether values are measured, designed, modeled, or pledged.
Report annual PUE with the facility boundary, IT energy denominator, climate, and measurement category.
Show total annual electricity and IT equipment electricity so an efficient but very large facility is not mistaken for a small impact.
Separate physical supply, annual contractual matching, additional capacity, and hourly matching.
Document how much load can be reduced or shifted, for how long, under whose dispatch, and with what operational limits.
Report power, energy, duration, chemistry, purpose, and whether storage displaces fossil backup or supports the grid.
Identify who pays for generation, transmission, distribution, water, and stranded assets created by the project.
Report WUE together with annual withdrawal and consumptive use; efficiency alone does not show local scale.
Identify potable, reclaimed, surface, or groundwater sources and the condition of the watershed where withdrawals occur.
A water-positive claim should state the watershed, volume, timing, additionality, durability, and verifier.
Separate how heat leaves IT equipment from how the facility ultimately rejects heat to air or water.
Report Scope 1, location- and market-based Scope 2, and CUE with consistent energy and emissions boundaries.
Disclose installed backup capacity, fuel, run-hours, criteria pollutants, refrigerant type, charge, leakage, and GWP.
Report construction and hardware lifecycle emissions with a baseline, project boundary, material quantities, EPDs, and assurance.
If reported, state the downstream activity, counterfactual, causal boundary, uncertainty, and methodology; do not present this emerging metric as standardized facility accounting.
Distinguish assessment, reuse-ready design, contracted offtake, and heat actually delivered.
Track reuse, refurbishment, resale, certified recycling, waste diversion, and a funded decommissioning plan.
Report modeled and measured daytime/nighttime sound at meaningful receptors plus lighting shielding, curfews, and complaint response.
Prioritize previously developed sites and disclose acreage, farmland conversion, habitat effects, and forward-looking flood, heat, drought, and wind risks.
Separate construction and permanent jobs and disclose duration, local hire, wages, apprenticeships, and labor agreements.
Engage before major decisions, disclose the actual operator and impacts, document responses, and make commitments inspectable.
State whether an agreement is public and executed, its value and duration, who governs it, and how performance is enforced.
Disclose tax exemptions, abatements, grants, PILOTs, performance conditions, public return, and clawbacks.
Every public claim should identify its value, unit, period, boundary, evidence basis, source, verifier, and unresolved gaps.
Authority, jurisdiction, legal state, and source availability remain visible for every reference.
